Preheat the oven to 400 degrees.
In a large bowl, combine flour, 3 tablespoons sugar, baking powder and salt. Cut the wagon into margarine. Stir in the chocolate chips.
In a separate bowl, combine the soy milk and egg filler. Combine with dry ingredients, and stir until the dough is formed.
Place on an open surface and knead a few times, then circle about 2 inches thick. Cut into 8 triangles, like pizza or pie.
Place the triangle on a baking sheet and sprinkle with the remaining sugar.
Bake for 20-25 minutes until lightly golden.
